In Union, nos 1–8 are worn by the forwards, and nos 8-15 by the backs. Each no also denotes a specific position, eg no 5 is a lock forward, no 15 a fullback. Nos above 15 are worn by the reserves. Not an expert on League, but it looks like a similar system but in reverse, with the smallest no being the fullback and the biggest (13 in League) being a prop forward.
